DrKonnorecalls,InMarch2013,justbeforethestartofanationalHPVvaccinationprograminJapan,therewasamajorreportwithoutanymedicalevidencethatsomegirlshadsufferedfromsevereandchronicpainasaresultoftheHPVvaccination.

Thatreport,whichappearedintheJapanesedailynewspaperAsahiShimbun,gavedetailsofabout50girlswhosufferedfromcomplexregionalpainsyndromeand100girlswhowereabsentfromschoolafterreceivingtheHPVvaccine.

AccordingtoDrKonno,thisreportwasbasedoninformationthatcamefromananti-HPVvaccinationgroupcalledVaccineVictims....Theseso-calledvictimgirlswereputattheforefrontoftheTVcamerasandseenbyalargeaudience.

ThestorybecamesensationalizedandwasrepeatedontelevisionnewsprogramsandthenonInternetwebsitesbyvictimgroups,DrKonnosaid.

Afewmonthslater,inJune2013,theJapaneseMinistryofHealth,LaborandWelfare(MHLW)withdrewitsrecommendationfortheHPVvaccinebecauseofthesereportsofserioussideeffectsassociatedwithvaccination,butthevaccineswerenotwithdrawnfromthemarket.

TheMinisterofHealthhassaidthatgirlscanbevaccinatedifparentsunderstandtherisksandbenefitsofthevaccine,butthevaccinescouldnotbeactivelypromoted,DrKonnoexplained.

ButthesituationinJapanhasbecomemorecomplicated.

OnJuly27,aclassactionlawsuitwillbefiledagainsttheJapanesegovernment,whichlaunchedthenationalvaccinationprogram,elawsuitisbeingfiledonbehalfofgirlsandwomenwhosaythattheyhavesufferedseveresideeffectsasaresultofreceivingthevaccine.

Whenthelawsuitwasfirstannounced,therewere12plaintiffs,aged10to20years,butaccordingtotheJapanTimes,thisgroup,28willlodgetheirsuitwiththeTokyoDistrictCourt,sixwiththeNagoyaDistrictCourt,16withtheOsakaDistrictCourt,and14withtheFukuokaDistrictCourt.

Theyplantodemand￥15million($140,682)indamagesforeachplaintiff,foratotalof￥960million($9million),andmayincreasetheamountinthefuture,dependingontheirsymptoms.
